- Out-of-Country Applicants - Applicants who are presenting foreign issued identity documents who are applying for their initial Maryland Learner's permit, Driver's License or Identification Card must schedule an appointment by calling 1-866-691-2778. Appointments will be scheduled Monday through Friday at one of the following ten regional MVA offices: Baltimore City, Bel Air, Beltsville, Frederick, Gaithersburg, Glen Burnie, Largo, Salisbury, Waldorf or White Oak .
Please note: Out-of-Country applicants presenting a valid Employment Authorization Card (I-688A, I-688B, or I-766), or a valid passport with a valid United States visa and valid I-94 (Arrival/Departure Record*), or a valid Permanent Resident Card (I-551), are not required to make an appointment and may visit any full service MVA office, Monday through Friday 8:30 a.m. - 4:30 p.m. or Saturday 8:30 a.m. - 12:00 p.m.
*I-102 (Replacement/Initial Non-Immigrant Arrival/Departure Document) may be substituted for the valid I-94. Your Maryland Learner's Permit, Driver's License, or Identification Card will be mailed to your Maryland address of record. - For the safety of all drivers, the MVA’s Medical Advisory Board (MAB) must consider your medical status as part of your license request. All drivers are required to report their medical condition, listed below, to the MVA.

- Vision tests may be taken at any MVA Office. You may also bring in a Vision Certification Form, (DL-043) completed by your physician (optometry or ophthalmology) within the last year.
- Please be advised that if you have monovision you will be unable to successfully pass the vision screening at the MVA. It is highly recommended that you visit your ophthalmologist/optometrist to complete this form. Please bring the completed form with you to the MVA.
- The U.S. Patriot Act of 2001 requires all commercial driver license holders with a HAZMAT endorsement to undergo a criminal background check to include a fingerprint process.
- All licensing applications are checked with the National Driver Registry. If your license is suspended, revoked, canceled or refused in this or any other state, you are not eligible for a Maryland driver's license.
- If you're using a name other than your birth name, you must bring the document that initiated the change of name, such as a Marriage Certificate, Divorce Decree or Court Name Change Order. Please see the list of supporting primary sources.
- A moped permit has the same identification requirements as a Driver's License.
- Sources of proof for all transactions requiring proof of age, identity and Maryland residence are listed. All applicants are required to submit sources of proof.
