Out-of-Country Applicants - Applicants presenting foreign issued identity documents who are applying for their initial Maryland Learner's Permit, Driver's License or Identification Card must schedule an appointment by calling 1-866-691-2778. Please note: Out-of-Country applicants presenting a valid Employment Authorization Card (I-688A, I-688B, or I-766), or a valid passport with a valid United States visa and valid I-94 (Arrival/Departure Record*), or a valid Permanent Resident Card (I-551), are not required to make an appointment and may visit any full service MVA office, Monday through Friday 8:30 a.m. - 4:30 p.m. or Saturday 8:30 a.m.m - 12:00 p.m. *I-102 (Replacement/Initial Non-Immigrant Arrival/Departure Document) may be substituted for a valid I-94.
